The Dutch defender, on loan from Feyenoord, grabbed goals in the 30th and 68th minutes to lead his side to three points.
Venlo had a man sent off in the 38th minute as Bryan Linssen was issued a straight red card.
Excelsior took advantage of the extra man and added a third goal through Darren Maatsen in the 73rd minute. Yanic Wildschut pulled back a consolation goal for Venlo five minutes from time.
The Rotterdam club improves to 14 points on the season after picking up two wins from its last three Eredivisie games. Venlo drops to last place with 13 points after two successive defeats.
Saturday's other Eredivisie match ended with Vitesse edging NAC, 1-0, behind a goal from Nicky Hofs. Den Haag was also scheduled to square off against AZ Alkmaar but the fixture was postponed due to poor weather.
Friday saw Heerenveen claim a 4-3 win over Roda at the Abe Lenstra Stadion as Bas Dost continued his scoring tear with two goals, including the game-winner in the 70th minute.
