Wisconsin town acts as 'dumping ground' for sex offenders, lawmaker says

Some Oshkosh residents think they are shouldering an unfair burden for having 63 percent of the city's sex offenders living in one zip code.
According to the Oshkosh Northwestern Media, of the 201 registered sex offenders, 126 offenders live in 54901.
Oshkosh Councilor Steve Cummings described the area as the Department of Corrections' "dumping ground."

Corrections spokeswoman Joy Staab says in most cases offenders are required to live in the county where they were convicted. The newspaper reports DOC tries to assure the residential population density of serious sex offenders is proportionate to the number of county cases, however, DOC didn't indicate whether they try to assure proportional population density within cities or counties.
Some cities have adopted ordinances to attempt to disperse offenders, but not Oshkosh.
