Texas mom arrested after refusing to treat child's burns, cops say

A smirking, pink-haired Texas mother was arrested over the weekend for refusing medical treatment for her 1-year-old who suffered second-degree burns -- as the mom admitted the baby may have had prior cigarette burns, investigators said.

Harris County Precinct Four deputies were asked to do a welfare check after a concerned citizen noticed what looked like a cigarette burn on the child.
Deputies say 19-year-old Cybil Menard admitted she'd "always refused medical treatment" for the baby.

Police charged her with injury to a child by omission.
Menard was freed on $15,000 bond and the child was released to a guardian, officials said.
