Richmond's police chief credits the mother of a man fatally shot by an officer for helping calm angry neighbors after the incident.

Police Chief Alfred Durham says the woman was "the angel" after Wednesday's shooting.

Durham said Thursday that 20-year-old Keshawn Hargrove was killed by a single gunshot during an exchange of gunfire with two officers. Officer Ryan Bailey was shot in the arm but is expected to fully recover.

The chief says Hargrove, who is black, fired first after refusing police commands to drop his weapon. Bailey and Officer Jacob DeBoard returned fire as they pursued Hargrove down an alley.

Durham insists it wasn't a racially charged shooting, as some angry residents had suggested. Bailey is black and DeBoard is white.
