Prosecutors in suburban New York say a man who has served as a foster parent for up to 140 boys over two decades sexually abused at least seven of them.

Cesar Gonzalez-Mugaburu (Gon-ZAH'leyz Moo-gah-BOO'-roo), of Ridge, on Long Island, is being held on $1 million bond after being charged with child endangerment and sexual misconduct. He is accused of victimizing children as young as 8. He is also accused of sexually abusing a dog.

Two boys reported earlier this year that they had been abused and prosecutors are investigating whether more boys have been victimized.

Suffolk County District Attorney Thomas Spota says Gonzalez-Mugaburu said he has been a foster parent for up to 140 boys since at least 1996, earning as much as $18,000 a month.

His attorney did not immediately return a call seeking comment.
