Homeless man sues Utah city over panhandling law

A homeless man who has repeatedly challenged a state panhandling law is once again suing a Utah city, arguing he has the right to solicit contributions near roadways.
Steve Ray Evans claims in a lawsuit filed in federal court Thursday that the threat of being arrested in Sandy has stopped him from panhandling in the city.
The Salt Lake Tribune reports Evans is seeking the court to declare the panhandling law unconstitutional.

The cities of Draper and American Fork have settled similar lawsuits with Evans when he challenged the law in separate cases.
Sandy city spokeswoman Nicole Martin said the city had no comment on the lawsuit Friday.
