California police in standoff with man believed holed up with woman, 2 kids after shooting

Authorities in Southern California are negotiating with a man who is believed to be holed up in his apartment with two children and a woman after a shooting outside the housing complex.

Police Capt. Lon Turner of the San Diego County city of Chula Vista said a victim is down in a parking area Thursday, but officers haven't been able to approach the person.

He says the shooting is believed to involve a neighborhood dispute.

Police responded at 7:40 a.m. to reports of shots fired. Callers reported seeing a man with an AK-47 retreat into an apartment.

Turner says police have reached out to the suspect, who has been threatening to kill himself.

He says two other children and a woman have been escorted out of another apartment.
