Rep. John Boehner on GOP Stimulus Plan

NEIL CAVUTO, HOST: All right, now, Republicans are pushing more stimulus. Here's the difference from the Democrats, though. They want new tax cuts.

Joining me on the phone from the campaign trail, House Minority Leader John Boehner.

Congressman, what's the plan?

REP. JOHN BOEHNER (R-OH), HOUSE MINORITY LEADER: You know, I just think that, instead of $300 billion worth of government handouts, whether it's food stamps, Medicaid dollars, infrastructure, if we're really serious about strengthening our economy in the short term and long term, we ought to be reducing the capital gains tax to zero for the next two years for individuals and companies that buy equities.

Secondly, we ought to increase the amount of money that small businesses can expense, from $250,000 up to $1 million. Give them a reason to reinvest in our economy. I think that we ought to increase the per- child tax credit, from $1,000 per child to $2,000 per child, to help American families.

And, if we're really serious about fixing our economy, and we want to create jobs, how about our American Energy Act, our "all of the above" plan that will create a million new jobs over the next five years and keep some of that $700 billion we're shipping overseas here in America?

CAVUTO: Let me ask you something.

When Bill Clinton was commenting on this race and Republican ideas, he says, they always go back — referring to Republicans — I'm not quoting exactly here — I apologize, Congressman — they always go back to tax cuts, tax cuts, tax cuts. There's nothing ever more innovative than that, and that dog don't hunt.

What do you make of that?

BOEHNER: Well, I just believe that trusting the American people and trusting our American economy to create jobs and to create wealth and to help the American people be all they want to be is the answer. It's who I am. It's — it's how I grew up. It's how I succeeded in life.

And I — and, when you look at what Democrats want to do, the American people are saying, no, we don't need more handout programs. Give me a chance at a job. Give me the chance at helping grow my business.

CAVUTO: Well, but I know polls can be fickle, Congressman, but the polls seem to indicate, yes, they do want that Democratic plan.

Now, you're right; that could change. But, if it is what they want and it is what they get, you're in a pickle, aren't you?

BOEHNER: Well, Neil, guess what. I grew up with 11 brothers and sisters, and my dad owned a bar. Lucky enough to start my own business and grow it.

And one of the things I have learned along the way is, you never, ever, ever give up. Never give up. Never quit trying. We have got another four days. And let me tell you what. I'm running around Ohio helping our volunteers, patting them on the back, encouraging them, because this race is really close here.

And I think John McCain can win it. And I'm going to do everything I can to help him, because, guess what? I'm never, ever, ever going to quit.

CAVUTO: Yes, you're working your (INAUDIBLE) off. I know that. But, if it does turn out the way the polls are saying, they're going to be after your neck, too, right?

BOEHNER: Hey, Neil, Neil, nobody ever got elected because they won a poll. The only way you get elected is because people get one vote. And it's about who shows up and votes, and how they vote, as opposed to what the polls say.

Now, I'm going to tell you, I'm not giving up, and the American people shouldn't give up.

CAVUTO: All right.

BOEHNER: They have got a big choice on Tuesday.

CAVUTO: Congressman, wish you well. Hang in there — Congressman John Boehner. All right.
