As of May 9, 84 nations have signed the Kyoto Protocol designed to regulate global climate change by reducing greenhouse gas emissions.
But only 34 of them have ratified the treaty. Of those, one European nation, Romania, has ratified the treaty.
The United States has not ratified the treaty and the United States Senate earlier voted against support for the treaty by a vote of 95-0.
