An intelligence assessment from Homeland Security Investigations finds ISIS may have the ability to manufacture fraudulent Syrian passports, law enforcement sources confirm to Fox News.
As ABC News was first to report, the HSI report to law enforcement partners cites the Islamic State's control of Raqqa, which contained a passport office, and its takeover of Deir ez-Zour, which was home to another passport office containing blank passports and a passport printing machine, to place weight on its assessment.
Fox News is told through one such source that given this assessment, it is possible that individuals possessing these fake passports have travelled to the U.S. This source adds, however, that there is no evidence at this time to suggest that that is the case.
A Syrian looking to enter the United States would still be required to
obtain a visa, since Syria is not one of the 38 “Visa Waiver” countries acknowledged by the U.S.
Through that visa process, that individual would be subject to screening
procedures which would include background checks against U.S. terror databases, Fox News is told.
However, the directors of both FBI and National Counterterrorism Center have publicly acknowledged background data gaps on Syrian individuals, when speaking to the Syrian resettlement process.
When contacted by Fox News an ICE spokesperson said, “we do not comment on or provide internal intelligence documents.”
