"The View" co-host Joy Behar said Republican Texas Gov. Greg Abbott was a "sadist" Tuesday while discussing an impending lawsuit against Abbott related to securing the southern border.

"The thing about Abbott is, he is a sadist. I looked up the word sadist; it's a person who derives pleasure, sometimes sexual gratification – I don't think that's his problem – from inflicting pain, suffering or humiliation on others," she said. 

Behar said the Texas governor signed a law stripping construction workers "of their right to water breaks every four hours and time to rest in the shade."

"He has a sadistic streak. And the people in Texas could have had Beto O'Rourke, and they passed on him and put the sadist in there, and they need to think about that in Texas," she continued.

ABBOTT MOVES AHEAD WITH FLOATING BORDER BARRIERS ON RIO GRANDE DESPITE LIBERAL OUTRAGE

The Department of Justice said it plans to sue Abbott over the use of a floating buoy border barrier to stop illegal immigration into the state.

Abbott responded on Twitter, saying that Texas "has the sovereign authority to defend our border, under the U.S. Constitution and the Texas Constitution. We have sent the Biden Administration numerous letters detailing our authority, including the one I hand-delivered to President Biden earlier this year."

Co-host Sunny Hostin said Abbott should be more focused on gun violence in the state.

"Fine, there is a problem at the border. There’s been an immigration problem in this country that hasn’t been solved in decades. A lot of people don't work on it, Democrats don’t work on it as much as they should, Republicans don’t work on it as much as they should, however, unlawful entries along the southern border decreased 70% from their record highs since the end of Title 42 on May 11th, 70%," Hostin said.

She said Abbott was dealing with a problem that was "already declining" instead of "worrying about the gun violence that's in Texas."

Co-host Alyssa Farah Griffin argued earlier in the segment that Democrats usually don't engage on border issues "until there's a scandal like this."

"We also have a crisis at the border that I would argue Democrats don’t truly engage in until there’s a scandal like this, whether it was the debunked story about migrants being whipped by CBP or this," she said.

"Those are terrible things that shouldn’t happen, but if you’re someone like a Gov. Abbott, he’s seen his border towns ravaged by cartels, by fentanyl, by unhoused migrants living in 110-degree temperatures 5 at night in places like El Paso," Griffin continued.

Abbott blamed the Biden administration in a series of tweets on Sunday and argued that the president isn't doing his job.

"Texas Has Seized More Than 422 Million Lethal Doses of Fentanyl Since 2021. More than enough to kill all Americans," the Texas governor wrote. "We have also made 394,200 illegal-immigrant apprehensions and 31,300 criminal arrests. All because Biden is not doing his job."
