“We waited too long. We let the Islamic state build up its money, capability and strength and weapons while it was still in Syria,” Carter told the Star-Telegram during an interview to promote Carter’s Habitat for Humanity build in Fort Worth, Texas.
Carter criticized Obama for underestimating the threat — the President famously called ISIS Al Qaeda's "JV team" in a 2014 New Yorker interview — and Carter even pointed to the President's ex-defense secretaries who have left office only to criticize their former boss for a "lack of positive action."
The Georgia Democrat also doubted the viability of Obama’s plan that the fight in the Middle East won’t involve American troops on the ground.
