Cuban exiles are marshaling a flotilla from Florida to sail just outside Cuba's territorial waters for an evening fireworks show.

The goal is to inspire protest at a summer carnival along Havana's seaside boulevard.

Organizers will park 12.5 miles off the Cuban capital and launch some 80 colorful salvos in what they call a peaceful display of solidarity with their compatriots.

Ramon Saul Sanchez of the Democracy Movement encourages Cubans in the crowd to "demand freedom" Saturday.

Similar stunts in the past have been only faintly visible from Havana and elicited little response among islanders.

But they irk the Communist government, which considers them provocative and criticizes Washington for not blocking the acts.
